This is the LEGO Banana Guy Minifigure from Series 16 of the LEGO CMF line. Set Number 71013.

This is one of my all-time favorite Minifigures. The banana suit is such a classic gag. Would you believe that I personally actually had a banana costume and wore it for several Halloween events a few years ago.
Basically, this is a regular minifigure – with a solid green color torso, and solid blue legs. The head has some sunglasses. But the majority of this costume is the large yellow banana that goes over the head and covers the torso and most of the legs.
