This is the LEGO Racoon Costume Fan Minifigure.  She comes with a garbage can and a white bag.  Plus a tail.  Baseplate and instructions are also included.

I open the packaging to verify the contents, transfer it to a new ziplock bag (unassembled), and ship it to you.
