This is the LEGO Rockin’ Horse Rider Minifigure from Series 24 of the LEGO CMF line. Set Number 71037.

This child minifigure has a unicorn printed on her shirt.  She is wearing glasses and has cute pigtails.  The main accessory with this set is a tan colored rocking horse that she straddles to ride.
