This is the LEGO Sugar Fairy Minifigure from Series 23 of the LEGO CMF line. Set Number 71034.

If you are looking for a little Fairy minifigure, this might just be the one you need. She has short legs, blond hair, a little crown (same as the friends pieces), and a cool red and white striped cane. Of course she has a pink Tutu and some glittery pink wings, too.
